Changes to the Partner API and what they mean for your integration.

2026-09-25 — RO vignette: only E0 and EC for now

Until buyer-declared emission classes are confirmed as acceptable, the RO vignette (vignette:ro) is sold only as E0 or EC, and the class is set automatically:

  • EC for an MD vehicle the registry lists as electric;
  • E0 for every other vehicle, including every foreign_vehicle.

No action required. emission_class and emission_proof_declared are still accepted on get-offers and create-order, but a valid class is ignored. You no longer get emission_class requires emission_proof_declared or Emission class … requires a vehicle manufactured in … or later; an unknown code still answers Invalid emission_class. Offers and orders keep returning emission_class: read it for the class actually priced and issued.

Declared classes (with emission_proof_declared: true) will be honoured again, as described in Get Offers, once confirmed. That will be announced here and needs no change to an integration that already sends them. If declared classes are ever switched off again, an unpaid order priced on one (anything but E0/EC) can no longer be paid: confirm-order and pay_order_from_balance answer The RO vignette price on this order is no longer valid (its emission class is not sold any more); create a new order.

2026-09-21 — RO vignette: new tariff system from 1 October 2026

On 1 October 2026 the Romanian vignette (rovinieta, product vignette:ro) moves to a new tariff system. The price depends on the vehicle's Euro emission class, and the durations and categories change.

No action required. Existing integrations keep working unchanged: there are no new mandatory fields. The new fields emission_class and emission_proof_declared are optional. Without them the vignette is priced and issued as Euro 0 (E0), which is always legally valid for the vehicle. If you take category and duration from get-offers, as documented, the new categories and durations need no change either.

What changes on 1 October 2026

  • Sales pause. Around midnight between 30 September and 1 October (Moldova and Romania time), RO vignette sales pause for a few hours while the new system starts. During the pause get-offers returns an empty offers list for vignette:ro. Try again later.
  • Prices. The vignette is priced per emission class, and E0 is the most expensive class for cars. Indicatively, a 1-day category A vignette costs 29 RON for E0–E3, 26 RON for E4–E5 and 22 RON for E6/EC. The binding price is always the one get-offers returns; do not reuse prices quoted before the switch.
  • Durations. 1, 10, 30, 60 and 365 days. 7-day and 90-day vignettes are no longer available; create-order answers [API] No Vignette found. for them.
  • Categories. Four instead of eight. C and D change meaning: they were goods vehicles and are now buses. Goods vehicles over 3.5 t get no RO vignette (they move to the per-kilometre TollRo charge, which this API does not sell), so get-offers returns no offers for them.

  • VIN mandatory. Every RO vignette needs the vehicle's VIN. For an MD vehicle we take it from the registry (VIN, or the chassis/body number). If the registry has none, get-offers answers 400 with The vehicle has no VIN or chassis number in the registry; the RO vignette cannot be issued without one, and create-order answers 500 with the same text, prefixed [API], in message. For a foreign_vehicle, foreign_vehicle.vin stays required on create-order, as before.
  • Unpaid orders from before the switch. An RO vignette order created before the switch cannot be paid after it: confirm-order answers 500 with [API] Order <id>: The RO vignette price on this order is no longer valid (the vignette tariff system changed); create a new order, and pay-order-from-balance answers 400 with the same reason. Quote again and create a new order. Unpaid orders already expire at 23:59:59 on the day they are created, so this only affects orders paid around midnight.
  • Responses.
    • get-offers: each RO vignette offer carries emission_class, the class it is priced for. name uses the new category label, e.g. A-Autoturism (maxim 8 + 1 locuri).
    • get-order: new emission_class (the code, e.g. E6) and emission_standard_name (its label, e.g. Euro 6). vignette_series looks like ROV-00000018216, transaction_id is the registry number (e.g. 252RO112376557), and vehicle_category uses the new label. supplier_exchange_rate is omitted, because the vignette is priced in RON only; reference_price stays in RON.
    • The policy PDF shows the emission class and no longer shows a EUR price or exchange rate.

    Vignettes issued before 1 October 2026 keep their old values. See Get Order.

Unchanged: endpoints, authentication, the request format, the MDL price, min_start_date, max_interval and message. A vignette is still valid from 00:00 on the start date to 23:59:59 on the end date (Romania time), and a vignette that overlaps an active one for the same plate is still refused.

New optional fields: emission class

Accepted by get-offers and create-order from this release, used for pricing from 1 October 2026. Until then they are validated but do not change the price, so you can test them now.

Why send them. A customer whose vehicle is Euro 4 or cleaner pays less than the E0 price, but only when the class can be proven. By law (Law 226/2023, art. 6(3)) a class that cannot be proven counts as Euro 0.

Proof. Send emission_proof_declared: true only after your customer has declared that they hold the vehicle's Certificate of Conformity (CoC) or another official document that attests the class, and can present it at a roadside check. The wording we use with our own customers:

Year of manufacture. For an MD vehicle we check the registry year: E4 needs 2003 or later, E5 2008 or later, E6 2011 or later. Otherwise the request is refused, for example with Emission class E6 requires a vehicle manufactured in 2011 or later; it is never quietly downgraded to E0. The check does not apply to a foreign_vehicle.

Electric vehicles. An MD vehicle the registry lists as electric is priced as EC automatically, with no declaration needed. For an electric foreign_vehicle, send EC with emission_proof_declared: true.

Checklist

  • Take category and duration from get-offers; do not hard-code 7-day or 90-day durations or the categories E–H.
  • Handle an empty offers list (sales pause, goods vehicles over 3.5 t).
  • Quote again after 1 October 2026; do not pay orders created before it.
  • Treat supplier_exchange_rate, emission_class and emission_standard_name as optional, and do not parse the format of vignette_series, transaction_id or vehicle_category.
  • Optional: let your customers pick their emission class, with the proof declaration, so cleaner vehicles pay less.
